What is the best way to get a job or an interview or do a follow up after submitting an application?

so what is the best way to get a job or an interview or do a follow up after submitting an application. I mean i have applied for 30+ jobs and only got 4 interviews(Target,micro center.....etc) and got rejected from all of them and I don't know what I am doing wrong at the interview, I answered all the questions to the point and came out of the interview feeling good about myself only to get an email after few days saying I got rejected???...what am I doing wrong here???.... also some employers don't even call me for to set up an interview, but when I call them their response is "if we decide to go with you we will call you, yo don't have to call us"...now I know that by waiting for them to call me is not gonna go anywhere and I got all those 4 interviews set up by calling them... so what is the best way to get an interview and also i don't wanna be too pushy at the same time??
