What do councils think they can achieve by refusing to take away bins with their lids open a couple of inches?

The councils achieve nothing, when i lived in a run down area i've seen people double bag their own rubbish and keep it in the garden if they couldn't fit it in the bin rather than dump it in an alleyway. They just wait for the next collection, these are the people the councils are penalising. But it may encourage sneaky bin fillers. I've been in fights and seen plenty over sneaky bin filling, council pettiness brings out pettiness and enmity in neighbours.
